I'm sure Peggy can give an exact date - but reading the article it's
clear it did happen in 2004. There's a link to pictures in her article
that starts with a title - "Colombia Open Space 2004 - Open Space event
just outside Bogota, Colombia with 2,100 people - 1,800 street kids,
ages 15-22, and 300 teachers. The focus was on a jobs program." -

The flickr site shows "original photo date", that if Peggy set up her
camera properly - these dates should be accurate. I see October 31, 2004
as the start date.
As for your second question - where are you hoping to find a tag to
search out contexts over the last 20 years? Through the OSList? The
Internet in general (like through Google)? Somewhere else?
